Petropars Advances Bilal Gas Field Development with Successful Installation of the Third Offshore Platform Deck

Petropars Group, a subsidiary of Iran's Ministry of Petroleum, has successfully completed the lifting and installation of the third deck level of the Bilal Gas Field offshore platform, marking another major milestone in the field's development. The achievement demonstrates the Group's continued capability in executing large-scale offshore projects and brings the Bilal development project one step closer to the production phase.

According to the Public Relations and International Affairs Department of Petropars Group, Dr. Hamidreza Saqafi, CEO of Petropars Group, highlighted the significance of the operation, stating:

The successful completion of this installation marks an important milestone in the development of the Bilal Gas Field. It demonstrates that Petropars has achieved a highly reliable level of technical and operational coordination in managing complex offshore operations, from engineering and preparation to heavy lifting, installation, and structural stabilization."

Dr. Saqafi added:

The Bilal Gas Field is of strategic importance to Iran's oil and gas industry. Its development is being pursued within the framework of the Ministry of Petroleum's broader strategy to increase production capacity, maximize recovery from shared resources, and strengthen the country's energy security. Therefore, progress in each stage of this project represents not only an engineering accomplishment but also an important step toward completing the upstream oil and gas development chain."

The Petropars CEO further explained:

"The installation of the third deck level is one of the most critical stages in completing the platform's primary structure. Once this section is in place, subsequent activities—including equipment installation, completion of process piping, electrical and instrumentation works, and preparation for pre-commissioning—can proceed at an accelerated pace. Operations of this nature require precise engineering calculations, continuous monitoring of weather conditions, and strict adherence to safety requirements."

Farshid Shahriari, Project Manager of the Bilal Gas Field Development Project, also outlined the operational aspects of the installation.

The third deck level was installed after the successful completion of extensive engineering, fabrication, and pre-installation activities. Considering the structure's weight, the complexity of the lifting operation, stability control, and final positioning, this represented one of the project's most critical execution phases. Its successful completion provides a clear and well-defined path for completing the remaining offshore works."

He added:

Following this milestone, the project's primary focus will shift toward completing the process systems and preparing the platform for the next stages of development. Our objective is to maintain the highest standards of quality, safety, and execution discipline while advancing the project in accordance with its planned schedule and bringing the Bilal Gas Field closer to its production targets."

Concluding his remarks, Dr. Saqafi stated:

"What has been achieved today at the Bilal Gas Field reflects Petropars' continuous development journey — a process that began with drilling and subsurface reservoir evaluation and has now progressed to the construction of major offshore facilities. Petropars has demonstrated its ability to integrate drilling expertise, project management, engineering, fabrication, and offshore execution into a unified operational capability. This integrated approach remains one of the Company's greatest strengths in delivering large-scale oil and gas projects."

It is worth noting that Petropars Group has recorded several major operational achievements over the past month, including the completion of approximately 90 percent of debris removal activities at South Pars Refinery No. 3, the drilling of an appraisal well at the Bilal Gas Field, and increasing gas  Platform B of South Pars Phase 11 to more than 900 million standard cubic feet per day. Collectively, these accomplishments demonstrate Petropars' sustained progress across drilling, field development, offshore construction, and production support activities, with the successful installation of the third deck level at Bilal representing another significant milestone in this ongoing development program.
